The answer is NO... except if you are a MOUSE or a FLY.
The majority of researches conducted and human trials, have shown NO negative side effects when using artificial sweeteners.
The only answer that is not clear yet (as most research is needed) is whether they harm the human gut or not. In humans, there is mixed evidence supporting both sides but there are mostly no negative effects. It also depends on the sweetener kind and it's worth noting again that most research is needed.
